Personally I think that the Director of Public Works has made out, in the letter which he was permitted to address to the Press, a strong case for departing from the original plan, because sufficient funds are not available to make a sufficient portion of the road from Kennedy Town to Aberdeen to connect Kennedy Town with the present level road by the seashore on the East of Aberdeen.

The Government has also, since it gave its assent to the original plan, learned that there are cogent Military reasons against the construction of a level road round Mount Davis.

Under these circumstances I would suggest that the best course for the Government to adopt will be to pass a Bill through the Legislative Council transferring the fund from the Jubilee Committee to the Colonial Treasurer and indemnifying that Committee from the claims of any persons upon them in respect of the fund or the application of the fund, &c.
